In 2001, the Interstate Compact for Adult Offender Supervision was enacted (Chapter 123, Acts of 2001). The Compact became effective in June 2002, when the thirty-fifth state ratified it. Prior to that, the Interstate Compact for the Supervision of Parolees and Probationers had governed the transfer of adult parolees and probationers from 1937 to 2002.

The present Compact regulates supervision of adult parolees and probationers who transfer from one state to another. Administration of the Compact is overseen by the Interstate Commission for Adult Offender Supervision, which monitors compliance with rules governing the movement of offenders. The Commission also coordinates training and education for probation officials, and develops and maintains a system of uniform data collection and information sharing among states. Operating funds for the Commission are derived from an annual assessment from each compacting state, based upon population and the volume of interstate movement of offenders (Code Correctional Services Article, secs. 6-201 through 6-215).

Annual Report to Governor due Dec. 31.

The Interstate Compact for Adult Offender Supervision requires each member state to create a state council (Code Correctional Services Article, secs. 6-201 through 6-215). In 2002, the Maryland State Council for Interstate Adult Offender Supervision was authorized (Executive Order 01.01.2002.19).

The Council oversees Maryland's participation in the activities of the Interstate Commission for Adult Offender Supervision. The Council also develops policy concerning the operation and procedures of the Interstate Compact within Maryland.
