Born in Baltimore, Maryland, June 5, 1944. Attended Gwynn Park High School, Baltimore, Maryland; Served in U.S. Army, 1966-69. University of Maryland, B.A., 1970; University of Maryland School of Law, J.D., 1973. Admitted to Maryland Bar, 1973. Member, American, Maryland State and Charles County Bar Associations; American Trial Lawyers' Association.
