The Education Coordinating Committee formed in 1976 (Chapter 538, Acts of 1976). The Committee coordinated the policies and activities of the State Board of Education, the State Superintendent of Schools, the Maryland Higher Education Commission, and the Secretary of Higher Education. The Committee studied and made recommendations on policies concerning elementary, secondary or higher education (Code Education Article, secs. 24-101 through 24-105).

Established in October 2007, the P-20 Leadership Council of Maryland, assumed some of the functions of the Education Coordinating Committee.

Authorization for the Committee was repealed effective July 1, 2014 (Chapter 138, Acts of 2014).
