HEALTH & GOVERNMENT OPERATIONS COMMITTEE

ORIGIN & FUNCTIONS

The Committee considers legislation relating to emergency medical services; health care; health facilities, equipment, and products; health insurance; health occupations and professions; public health, including Medicaid; and long-term care. The Committee also is concerned with laws relating to administrative law; civil rights; State government organization, procedures, and operations; and procurement.

Twenty-four members constitute the Committee (House Rules 17, 18; Code State Government Article, secs. 2-1102 through 2-1105).

SUBCOMMITTEES

The Health and Government Operations Committee is supported by five subcommittees: Government Operations and Estates and Trusts; Health Facilities and Pharmaceuticals; Health Occupations and Long-Term Care; Insurance; and Public Health and Minority Health Disparities.

GOVERNMENT OPERATIONS & ESTATES & TRUSTS SUBCOMMITTEE
The Government Operations and Estates and Trusts Subcommittee first organized in January 2003 as the Government Operations Subcommittee. In January 2015, it reformed as the Government Operations and Long-Term Care Subcommittee. At that time, a separate Estates and Trusts Subcommittee was created. The two subcommittees merged in February 2017 to form the present Government Operations and Estates and Trusts Subcommittee.

HEALTH FACILITIES & PHARMACEUTICALS SUBCOMMITTEE
The Health Facilities and Pharmaceuticals Subcommittee traces to January 2003 when two committees were created: Health Facilities, Equipment and Products Subcommittee, and the Health Occupations Subcommittee. These subcommittees merged to form the Health Facilities and Occupations Subcommittee in November 2005. That subcommittee reorganized in February 2017 and assumed its current name.

HEALTH OCCUPATIONS & LONG-TERM CARE SUBCOMMITTEE
Functios of the Health Occupations and Long-Term Care Subcommittee drew from the Health Facilities and Occupations Subcommittee, organized in November 2005, and the Government Operations and Long-Term Care Subcommittee, started in January 2015. The present subcommittee was established in February 2017.

INSURANCE SUBCOMMITTEE
The Insurance Subcommittee was created in January 2003 as the Health Insurance Subcommittee, and reformed under its present name in November 2004.

PUBLIC HEALTH & MINORITY HEALTH DISPARITIES SUBCOMMITTEE
In January 2003, the Public Health Subcommittee and Long-Term Care Subcommittee organized. In November 2005, they reformed as the Public Health and Long-Term Care Subcommittee. In January 2015, the Long-Term Care component moved to the Government Operations Subcommittee and became the Government Operations and Long-Term Care Subcommittee. The Minority Health Disparities Subcommittee, which was created in September 2004, merged with what remained of the Public Health and Long-Term Care Subcommittee to form the Public Health and Minority Health Disparities Subcommittee, also in January 2015.
