BUDGET & TAXATION COMMITTEE

ORIGIN & FUNCTIONS

Responsibility for reviewing bills concerned with the budget of State government and tax matters was reassigned to the Budget and Taxation Committee when it was established in 1975.

The Budget and Taxation Committee considers legislation relating to State operating and capital budgets, including revenues, expenditures, and supplementary appropriations; legislative budgetary procedures; State and county bond authorizations; taxation and property assessments; education financing; and pension and retirement matters.

The Committee consists of thirteen members (Senate Rules 18; Code State Government Article, secs. 2-1103 through 2-1105).


SUBCOMMITTEES

Under the Budget and Taxation Committee are five subcommittees: Capital Budget; Education, Business and Administration; Health and Human Services; Pensions; and Public Safety, Transportation and Environment.

CAPITAL BUDGET SUBCOMMITTEE
The Capital Budget Subcommittee has functioned since 1976.

EDUCATION, BUSINESS & ADMINISTRATION SUBCOMMITTEE
Origins of the Education, Business and Administration Subcommittee date to 1982 when the Health, Education and Human Resources Subcommittee reviewed legislation. The Subcommittee formed as Education, Business and Administration in January 2000. Functions returned to the Health, Education and Human Resources Subcommittee in January 2008. The Subcommittee reformed under its present name in January 2011.

HEALTH & HUMAN RESOURCES SUBCOMMITTEE
Functions of the Health and Human Services Subcommittee were evident by 1982 and assigned to the Health, Education and Human Resources Subcommittee. The Subcommittee reorganized as the Health and Human Services Subcomittee in January 2000. It reformed as the Health, Education and Human Resources Subcommittee in January 2008. It returned to its present name in January 2011.

PENSIONS SUBCOMMITTEE
The Pensions Subcommittee formed by 1992.

PUBLIC SAFETY, TRANSPORTATION & ENVIRONMENT SUBCOMMITTEE
The Public Safety, Transportation and Environment Subcommittee was created as the Public Safety, Transportation, Economic Development and Natural Resources Subcommittee. It reorganized under its present name in January 2000.
